Midtown has a staff of twenty full-time employees and two part-time employees. Additionally we have community service volunteers who assist in our work.



Executive Director

Peter M. Merles holds a master's degree from the Columbia University School of Social Work in group work and community organization. As District Administrator he supervises staff and oversees day to day operations. As District Administrator (Executive Director) he attends community meetings in the four neighborhoods that make up Midtown, and is committed to maintaining long established relationships with the various City agencies and businesses.


Office Manager

Peggy Smallwood is our office administrator and human resources specialist. Ms. Smallwood handles accounts payable and payroll and administers our employee benefits program.

Clean Team Supervisor

Charles Adams is the clean team supervisor. He came to Midtown after 14 years with the clean team of the Downtown Partnership of Baltimore.   Mr. Adams is responsible for the training and supervision of ten clean team employees.The Clean Team operates Monday - Friday, 7:00am - 3:30pm. The equipment used by the clean team includes three Tennant clean sweeping machines, leaf blowers, chainsaws, weed whackers, and BillyGoat vacuums.The Midtown truck is used to transport the many bags of garbage and bulk trash to the Midtown collection yard on a daily basis.

Public safety Coordinator

James Cappuccino Jr coordinates Midtown's public safety programs. He comes to Midtown after 25 years with the Baltimore City Police where he was a detective. He holds a master's degree in business from the University of Baltimore. He is coordinating our off-duty police patrols, Citizens on Patrol groups, We Want You Lit project, safety education, park-smart, and other programs.



Green Team Foreman

Elise Victoria leads our Green Team in the maintenance of seventeen acres of parks and green spaces in the District. Ms Victoria is a CivicsWorks trained and certified park maintenance specialist. The Green team also works to control weeds along streets and alleys, and to keep our trees healthy and the tree-wells clean. The Green Team also assists many neighborhood groups in local beautification projects, and partners with the Baltimore City Department of Recreation and Parks to maintain our historic squares and parks.
